Joe Gallagher is the Director of Strategy & Compliance for the Global Supply Chain function at Apache and is accountable for leading the development, advancement, on-going fulfillment, and continuous improvement of Global Supply Chain’s vision, strategy, and core competencies across all of Apache. Prior to joining Apache in 2018, he enjoyed a successful 17-year career with Phillips 66. Before his time with Phillips 66 he spent 12 years with a privately held Global Logistics & Transportation firm. Throughout his career, Joe has served in numerous leadership roles within global supply chain management at various locations including Alaska, Washington, Oklahoma, & Houston.
During his tenure with Phillips 66, Joe was most recently the Manager of Direct Materials & Corporate Services Procurement. In that role he led the end-to-end commercial performance of a senior Category Management team responsible for catalysts, precious metals, chemicals, industrial gases, HSE, HR, contingent labor, fleet, security, and facilities. Prior to that he was the Head of Category Management Contracts where he was accountable for all category-led contracts, covering an estimated annual spend in excess of $4B. Additional leadership roles included Director of Commercial Truck & Rail, Director of Contract Development & Administration, and Director of Strategy & Finance.
Joe has also served on numerous boards, including the Board of Directors for Sentinel Transportation, a joint venture corporation held between DuPont and Phillips 66 (headquartered in Wilmington, Delaware). Joe is a Past President of the Houston and Tulsa chapters of the Institute for Supply Management (ISM) and currently serves on ISM Houston’s Executive Advisory Board and as an instructor/lecturer for ISM.
Joe graduated summa cum laude with a business degree from Alaska Pacific University and later obtained his MBA from Western Washington University. He was a professor of business at Oklahoma Wesleyan University (OKWU), teaching undergraduate courses on Management Strategy, Entrepreneurship, Executive Development, and other business subjects. Joe is also a qualified instructor of ISM’s Certified Professional in Supply Management (CPSM) program and a certified leadership coach and trainer with the John Maxwell Company.
Joe and his wife, Kelly, have been married for 22 years and have five children, ages 19, 17, 15, 12, and 8. He enjoys spending time with his family, serving his community, and traveling.
